I was told it was a single tone, omni directional Carter siren. Yes, that is a CLM at the end, as this test was in Canada. I was told this in the Facebook group, as well as shown a picture of what the siren looks like.

Something about that sounds completely off. My bet is an electronic siren possibly playing a HLS recording. If it was actually a HLS-X73 or F-71, it would be must louder and more raspy being practically right in front of the camera.
England was supposed to have a nationwide HLS system, consisting of 2000 Pintsch Bamag sirens. There were two test locations, not sure if you would want to include it in this map. Here is a very interesting read about the whole plan!

I have the entire system in Belgrade mapped out. I do not believe that is a siren. Belgrade uses mostly E-57s, along with several HLS F71, Pintsch Bamag, and various other models.
