Question about STH-10 and Model 5 sirens

Are these two models essentially the same siren, other than the obvious visual differences (housing, projector cones, etc.)? I'm assuming the projector cones make the STH-10 louder than the Model 5, but are the tonal qualities of both models the same? I haven't heard either model in person but I can...

These images are from Google maps in Evergreen, Conecuh County, Alabama. In 2011 only the Whelen on the left was there (which is the last time street view was updated), by 2013 the mystery siren popped up next to the Whelen, and by 2015 the Whelen was removed, leaving only this new device. Do you think they're using a custom tone? In the first video at 2:35 you can hear a very natural sounding wind down. I don't know a lot about ATI, but I was under the impression that ATIs don't have a wind up or wind down.

Hi siren people, Can anyone identify the sirens in these videos from Russellville, Arkansas? I've heard that Russellville has ATIs but the sirens in these videos don't sound like ATIs.
