These are FSK tones which are very similar to those used for the EAS SAME headers, so yes.

May I ask what the second siren is? Doesn't look like any Model 5 or 2 I've ever seen. Also interesting that Ocean City uses their sirens for fire calls, since electronic communication shouldn't be much of a problem there.
