AR Series A1 malfunction

I need any advice on AR. The relays are not engaging. The timer is working on all cogs. I have another AR. I have switched the relays and all 4 work on the second AR.

This 2T22 came with the 7.5 HP 3 Phase motor.
The motor is available to anyone who needs it for siren use.

I had an amp meter on the motors. Initial draw on motor(start up) was 50 amps, on run it was drawing 35 amps when directly coupled to the shaft. I would say the overload breaker was just doing its job. Currently, start up amps is only aboout 19 amps, andrun is only 10 amps. Since he backup generator...

The ramp up was not the problem. The motor would run for 30 seconds or so before popping the breaker. Too much torque for the 5HP motors.
