I highly recommend you don't attempt to reconnect it, especially not with permission. Leave the siren alone and ask the local government about it. Is it still active? There was speculation that it wasn't on a Youtube video. But they said it was not active cause there weren't any RCM boxes on the pole. But not all sirens have to have one on the pole.
