Man, that is some ANCIENT streetview! I'm sure it is owned by the local VFD, that almost looks like an old station it's next to. If you can't look at the serial tag, the other good way to guess if it's a 5 or 7 would be by the speed of the windup (7s are faster).

The Model 2 in Upperville, VA is mounted the same way but I suppose that makes a bit more sense for a small, omnidrectional siren. Just north of there, the Bluemont station also has a Model 2 on a cell tower.

My part-time hometown of Alford had an XT22 at the fire station, removed sometime before 2008. Not sure if it was a 2 or 3, but its pole, mount, and controls still remain and can be seen on street view.

I would say that I like discreet sirens more. Discreet sirens give off small-town vibes which you don't really get with obvious sirens. I'm with you. I think they're supposed to have horns. Not to mention, horns project the sound out, as it's meant to go. Many sirens with louvers direct the sound downward.

Was the XT22 series more closely related to the STX-10s or the Model Xs?

I sure would have thought the STX-10s due to their similar appearances (projector horns), but I know the SD-10 was considered the dual-tone counterpart to the STXs. If I'm not mistaken I think I may have read somewhere that the XT22s were closer to the Model Xs mechanically?
