That's a LionKing copy of 2001. And its actually located in russia, Perm. The ECN was used to translate Covid-19 messages, and then got disconnected. There was a news reportage about them, but its on russian.

That looks like a tall С-28/С-40. Different factories use different housing, shroud, and even motor, so its pretty normal that sirens made by different factories would look not the same. Also good luck in making siren map of such a big country lol.

Update: Checked on the 49.790770044541404, 24.057251208746724 siren. The building had some work on it in 2021(?) and for that period the siren was uninstalled.
