Trois-Rivieres siren test

I believe this is a siren test in Trois-Rivieres, Qu?bec, Canada. You can hear a whoop tone and a mechanical siren doing attack. Can anyone tell what kind of siren it is?

Isn't Ontario or some cities in Ontario supposed to get a Outdoor Warning System? I remember hearing this on the news after the unexpected tornado outbreak last August.
