No, this is not a compressor problem. The HLS has an adjustable time valve. After the signal motor shuts down, the valve stays open for a few secs. Usually it stays open till the rotor stands still, but in this case it has to be adjustet.
This is a very cool and rare video!

As far as I know, no low tone sirens are used anymore. Usually the fire depts use the old E57 civil defense sirens. Sometimes low tone sirens are used by factories as shift signal.
