It seems to peak at about 650 hz sawtooth. Or about the note E5. I'd bet my money on a underpowered federal.

About the Federal 1, I've heard it's just a L in an outdoor housing. And the dual rotor federalcodes, I've seen a video of a single tone model that could possibly be 9/9 according to it's pitch.

What I think may have happened is they shut it off early when it was going up on the wail cycle and it got stuck at that one pitch before shutting off.

The sound probably covers better by going vertically across the horizon instead of horizontally.
