These are likely just some speaker horns on a pole. As to that top thingy, that could possibly be a mechanical siren of some kind. Or a light. Can't tell, I've seen lights with that shape. Quite an interesting discovery
I'd say its fake also, because the audio sounds like the creator used a separate device to play a recording of a tornado/weather warning. Putting another phone or mobile device by the mic and playing a recording sounds very plausible considering the audio quality.
