Bump but there used to be an EOWS-612 in Hidden Valley, IN that was leaning a bit. The angle the picture was taken from didn’t show the whole lean, but it was leaning.
In Glencoe, KY there is a Sentry 20V1T where the head is leaning pretty bad too (the one in my profile picture as of now).

Not certain but I assume these are lights that light up in the night. If it was a siren it would probably be bigger and higher. My guess.
