to me it looks like the FD had a spare model 3 housing and decided to use it as a makeshift vent. perhaps they lost the one they already had somehow and needed a new one quickly?

the closest one i can think of off the top of my head is the Whelen in Woodville, OH. Nearby Gibsonburg, OH has a T-128 that also does one.
