I think that is just part of a chimney, as I see these on top of houses in my neighborhood a lot.
It looks like it's up on a wooden pole, so I doubt it.

Hey, that's a pretty cool find! If it really is a Cyclone, it could possible be what we were hearing in the Stanvac videos.
