What ever it is, it's dual tone.

It's a 10 (or 5) port siren... This recording is old as dirt.

Iirc it was a model 2 that was used for this stock siren sound.

Hor Siro Drone 10 port is the conclusion I came to. Windup is linear (induction motor) so not a model 2. Wind up, wind down, and tone have same characteristics as a Siro Drone, and considering that it is an old American recording, from when there were more of them around, I can't imagine it would be anything else. There is even another (less common) siren stock audio clip that is also a Siro Drone (albeit a different variation) from closer up. Was used in the trailer for Silent Hill (different siren in actual movie) as well as a couple other things. As far as how old this recording is, it is from at least the early 80s (used in the song "Escape" on Metallica's 1984 album "Ride the Lightning."

BUMP:
I have found out that this is not a Siro-Drone nor a Model 2.
This is a vertical Carter siren presumably 9 or 10 port.
Pay attention to the end of this stock audio and you can very well hear CLMs winding down in the background
This is Toronto's system..
Here is a photo of this vertical Carter, it is the siren on the right

Here is a higher quality version of this audio, a bit extended aswell.

It also offers a very good listen for the CLMs at the end, the clarity is off the charts.

Sounds like a Model 2 with something like Model 5s or 500s at the end

To add to the model 2 theory; compare it to this Model 2 that I recorded several years ago.
