Could this be a FedelSTH in Marshall, VA?

Been driving by this siren for many years since it's not far from where I live, but it's been inactive for a long time so I haven't heard it in years. Anyway, it's a cow-spotted Fedelcode Model X mounted on what appears to be an STH-10 intake, and you don't usually hear about an old Model X replacing an STH - usually it was the other way around. Could this be an STH with a Fedelcode shroud over it? I remember once years ago I was going past the station and it was still winding down very slowly, consistent with an STH. Even more interesting, there is another pole behind the station that looks everything like it once had a siren mounted on it. So I have to wonder why whatever the siren is was moved as well.

It's possible. Small town fire depts have been known to mix and match things up. But unless you get inside of it and look, it's impossible to know.
