I just sprayed my sparkling water on my laptop...
Yes, I have no idea what the heck the people who installed that were thinking. Imagine what it would be like if it went off right next to you (provided it’s active, which I don’t know if it is). Btw, there’s also a Fedelcode Model 5/7 in that town too, and it has been mentioned before for its relatively low and unique mount.
For anyone curious:

And the town also has an older Model 2 in the center of town, would be interesting to know if all three are active!
I dont think the low allerter is active, It looks has it is just a fire station display siren.
Just your average 14 year old Siren kid from O'Fallon. Living in a town with a mix of sirens.

Even if it was active imagine how loud it would be that close to the ground, you would go deaf instantly.

Grimes, Iowa EOWS-612 at the public works building, I'd say about 15 feet.

Also a model 5 in Ironton, MN on a 10 ft stand across the street from the fire station.

Can you give us a streetview link or show us some pictures so we can see?

My hometown had an HOR Super Sirex on display outside of a fire house right on the ground. It would've been extremely funny (albeit dangerous) if it weren't actually a display but a functional siren. I've seen that Allertor before, and I think that would explain a lot of it were just on display. But I think I remember someone saying it was visibly hooked up to a power source a long time ago maybe in this thread or somewhere else.
sincerely yours, a weird siren obsessed deer 🦌
