Maybe, but it's the wrong pitch and the wind down is different. The wind down also lingers, which makes me think it's mechanical.
I'm stumped. Maybe it has a soundcard. I'm no expert on sirens from different countries.

That's definitely a homemade type job. It could possibly be a siren, but I can't see it well enough to see if there are any controls. It could just as well be part of a citywide PA system.

I know that area well and have seen these speakers before. I'm 99.5% sure they're railway-related. The city has a warning system of 2001s, Modulators and a couple XT22s and Thunderbeams for chemical incidents like the major spill in 2014.
Architecture preservationist. I enjoy obscure history and mapping things, and grew up around sirens. Not planning to own one.

Custer only installs sirens in Indiana. The ones here are just PA speakers.

Yup, those are Cobreflex speakers, used as PA. Custer uses those on his sirens.
