Keep in mind that it's at a bank. I highly doubt it's a siren at all. Light.

Semi relevant to the current discussion, haha. I found this on pinterest, which never really gives enough information about anything shared through it. It says this was formerly an undefined tornado siren, OR a Thunderbolt depending on who uploaded it, that was repurposed into a light fixture.

Had to go hunt it down because I have no idea what sort of siren this used to be. Is it multiple Thunderbolt horns welded together? Or formerly a part of something else entirely?

It's a vent of some sort. The part behind the louvres is a big radial fan. Probably exhausts air from the building or something.
I have an unhealthy obsession with mini sirens.
