he was replacing what appeared to be a large conical birdhouse (federal model 2) correct me if im wrong about the model 2

That "conical birdhouse" is actually a Model 5 or 7 (maybe a 5T/7T) judging from the size as for the "mystery siren" it looks like a vent cap, it's hard to give a precise answer given how grainy the picture is.

yeah, that is definitely a vent, likely for a heater of some sort. we have a similar one on our roof for our water heater. they're designed to not let wind go down and blow out the pilot light. as for the "bird house", definitely a model 5 or 7. they're pretty common, though old.
