I think that the siren failed, like all the other sirens, and the city couldn't do anything about it because Yamaha ceased repairs and production. The city recorded the siren for the last time and uploaded it to the speakers to play.
However, previous videos go against my claim, as they show the siren working in fine condition. What I DO find unusual in these videos, especially of the close-up videos of the siren, you don't hear the background noise of the rotors in operation.

Thanks, I remember just searching up "motor siren" in Japanese so I can get a better and closer look at the mechanical sirens that japan uses, heck while searching I also found the company who made those "turbo" sirens. I remember just looking at a image of a old Japanese/Chinese carter type siren (it was huge!) and scrolling down to the related images section and finding the images of the manual and the news issue, Also I don't know how I didn't even bother posting this here but a few months ago I found a good, clear quality audio of the Marumitsu Department Store's music siren going off for "homeway"? Unfortunately, just a manual, but maybe it reveals some locations.
I can't lie, I've been looking more into Rampton's sirens. I'm not sure what other Japanese terms could be used to reference these sirens, but I would assume "music siren" would be the best and most common term. Musical siren could be a second, but I wouldn't expect these sirens to pop up for "Motor siren".
