I think it is a CLM sound, that picture of the CLM siren after the activation tones might be a hint.

You're kidding, right? The FIRST 2T22 recording this community had access to back in the late 90s was from Canada. It was titled something like Alliance Alberta BC if I'm not mistaken.

You can't streetview around Alliance, but the audio is still kicking around on the internet called the Alliance, Alberta Noon Siren:

the first siren sounding sounds even electronic to me because the low tone on the signal is short but steady when you hear closely.

I know this is an old topic, but I believe the recording is a CLM, because I've seen a video of a Uni-Directional CLM in alert on youtube. PM me if you want the title (Note: I didn't find this video randomly. A youtube user posted the title)
