Not exactly. 1003 horns are shorter than the standard 1000/1000T horns.
Have you ever noticed how some 1003s have the horn facing down slightly? That is because they either don't have their original horn and got a replacement off of a 1000 or 1000T, or they could've been converted to 1003s.
Thunderbolt horns were all the same length. The difference was the mounting holes in the horn where the support bracket attaches. They are just a little bit further from the end of the horn to make up for the solenoid bar.

The "droopy" horn 1003s, from what I've heard anyway, were built like that from the factory. That's just how they made them early on.

No 1003s were ever made that way originally. If this 1003 was a jailbar for sure, then the horn isn't original.
Resident of a county with big a mixture of sirens, but in the process of being replaced. :(

I'm think that is a custom screen the mesh looks smaller and plus I can see it was probably restored recently.
