Adam Smith made his with an old York 210R compressor (it's a single-piston compressor and they were used in a lot of old GM cars and trucks) and an old 5hp 24VDC hydraulic pump motor (I think the motor came off of a forklift). I don't know how he coupled the motor to the compressor but you could probably do it with a Lovejoy coupling. He did it because he didn't want to spend $1500 on an Oasis XD2000 extreme-duty compressor.

Mine is a $20 air tank and a $10 tire inflator compressor from Walmart. Works fine. The tank and compressor are in the cab with me though. I don't think the little tire compressor will last in the elements. I took about 5 mins for the compressor to fill up my 7 gallon tank to 115 psi. Not bad for $30.

For the horn button, I used Walmarts "blower" thing that you would use to blow a shop floor. I hooked up fittings and now have a horn button. Cheap but effective and NO LEAKS.

I have recently fitted a Stuttertone horn to one of my Land Rovers.

Short video of it powered by my compressor before I finished the onboard air system..

Stuttertones are meant to be mounted in pairs, as they give a more powerful blast when done so. But a single horn definitely gives out one heck of a blast!!!
