Ah ok, that would explain why the jumper was missing/not installed. Once I put my own jumper in the timer worked perfectly. Thanks for all the help guys, I appreciate it :)

I have another question for y'all. The box the timer came in had a radio, but didn't when I received it. It also had a counter, which is still in place. What in the AR timer would I hook the two wires from the counter to?

The counter was wired in with the cancel relay on the radio. Everytime it recieved a cancel signal it would count it. Old school form of "silent testing"
