Is there somthing wrong with it? I swear I am the only one who knows what this thing is for. Everyone else is scared to death of a tornado because they can't hear the sirens.

My guess is that the intermittent bursts of noise you heard were caused by a weak signal just barely strong enough to open the squelch, probably being generated by a PC, alarm system, or other nearby electronic equipment. Pressing the reset button should return it to selective signalling mode.
