Looks to me like your test button is working. You never say why it's "not working" are you hooking it up to a siren contactor and it's not operating it or what?
It's kind of hard to tell what you are doing because you keep blocking the camera but it looks like you are testing the right terminals.
The test button should be connected to terminals 1 and 3 which it is and you get continuity when you press the button.
The number 1. with no digits after it on the meter is an open circuit or really really high resistance. .000 with the button pushed is virtually no resistance or a complete circuit which shows me the button is working.
Oh. By the way. It's pronounced OOOOOhm with a long O sound not Ummm.

Well you might have a issue with the wires running to the siren, hence the AF timer isn't giving the power to the siren or controllers to tell them or it to fire up.

BTW what kind of siren are you trying this on?

The wiring is fine between the siren and the contractor. And I am running a 2T with this set up.

Test all the wires leading to the siren and make sure all of them are working fine, if they are fine then it leads back to something wrong with the AF timer obviously. :)

Are you outputting the control voltage from the starter to the AF? Remember, the AF is nothing but a fancy switch, the motor starter should supply the voltage to engage its coils and close the contactor.

For what it's worth, Have you try to run* the "FIRE" to "Test" ... It might be the Switch that bad?

If that a used unit.. I'm sure the "Test" button was most used...

I get wiring Diagram for unit, work your way back.. I am sure someone have one posted..

*(move the wires)

So is it just the test button that's not working? Sounds like a worn out button if that's the case (and no need for a multimeter at this stage). Jump the terminals behind the test button and see if that works. If not, jump terminals 1 & 3. BE CAREFUL when jumping as you are dealing with 120 & 240 volts!

The AF does not send any power to the motor starter. Advice is welcome, but please don't guess at things.
