I don't know about the manufacturers, but these are neither German nor Russian in appearance. The first and last siren look like the same model. Before WWII, German towns used a standard eight- or nine-port siren for civil defense and a three port super-low-pitch siren for fire calls. In Poland, it seems that there was a similar arrangement, except that the fire siren was very high-pitched, like the fourteen-port siren in the third photo. There are many videos of Polish OSP (fire brigade) sirens where two sirens are sounding together, or sometimes alternately. (I usually use the search terms "OSP syrena" or "straz syrena" since I don't speak Polish)
