Actually, from what I heard, some cities actually do that because if the wind down goes down to low, it can damage the speakers.

Which is why electronic sirens feature a cutoff on the wind down.

Could they have the controller wired to cancel the signal instead of stopping or ending it? There are videos of ASC/ACA electronic sirens out there that run alert for the full 3 minutes and have a wind down like this 1212 with a new controller, while others that don't seem to cut out like this I-Force. I have only seen one video of one winding down after running for like a minute of alert

This sounds similar to a dual toned ESC-864 in terms of pitch.
