P-15 collector ring question

Hey guys, I was looking on my P-15 the other day and noticed that there are four wires coming out of the motor, two of them are pretty big and two of them are smaller. There are also several wires for the heating pads too. What I noticed is that there are only three brushes that go to 3 collector rings. What I am asking is how to reconnect these wires if there are only 3 collector rings.

Note: I know the collector rings are dirty and need to be cleaned.

Well, that's wierd, it seems to be missing a collector ring:

I am not too worried because that goes to the heaters which are not needed where I live.

That's the heater ring, it's smaller. I had removed the top collector bar to disassemble the siren completely and had it in a plastic bag along with the clamps. They should have been under the siren housing.
