This past Saturday, I briefly visited Public Safety Day here at Big Canoe, and while I was there thought to inquire about the siren at the community's marina. I had previously debunked a hypothesis that it was tied to the Dawson County system after the death of the Pickens system in 2011, and had heard instead that Big Canoe themselves had taken it over.
Turns out that was wrong too. As the fire chief said, and a very helpful lady with Pickens County Fire/Rescue confirmed, all the sirens in the system are in fact alive and well, five years after their supposed abandonment in favor of reverse 911. It seems that by "being phased out", they meant a scenario similar to Pelham, AL...minor repairs will be conducted, but when a siren has a major failure it will be abandoned in place. Until then, they still test on the first Wednesday at noon, like so many other places in the Atlanta area.
The lady I mentioned also said that Pickens County has 16 sirens - and was kind enough to compile and give to me a list of every single location. They're all Loudoun ES-2000s, just like this one (which I discovered by accident on the 14th).
