Now that I'm looking at these sirens on my desktop I can see them more clearly. These sirens are actually HPSS16Rs. The giveaway was the controls. ATI's controllers come in two sizes, one for 1600 watts and one for 3200 watts, similar to Whelen's controller enclosures. One 1600 watt amp requires two 12VDC batteries in series, while 2 amps need 4 batteries. It appears that these are ATI's original rotating sirens where they stuck one 400 watt driver, or possibly four 100 watt ones, behind each horn. Apparently They wanted to produce a siren that could compete with the ASC T-135ACDC and Whelen WPS-4008 while it was still sold and eventually decided to double the output on each horn.

This is one of Longmont, CO's HPSS32Rs. These are the only true rotating 3200 watt ATI sirens found in the wild so far. Notice how much bigger the cabinet is compared to the sirens in Menominee.
