Possible sterling K in Jefferson city MO

Well when I was looking for a P-15 near the capital building I found this https://www.google.com/maps/@38.5777056 ... 312!8i6656 . is this a siren?

No. There's soot on it. It's a flue pipe for a boiler or something.
