Is this thing next to the siren also a siren or other noise-making device?

I spotted this Model 2 today in Winchester, Virginia and noticed another device next to it that looks like a cylinder with a cone on top. It seems siren-like but very small. It and the Model 2 are sitting on platforms attached to the side of the wall. Does anyone know if it's a siren or not, or what the heck it is?

Doesn't seem close to a Model 1 since it has a steep louvre (Louvre? Or Louver?). Looks like something like a stean whistle though, with the opening not facing the camera.

My best guess would be a whistle. It doesn't look like any pictures I'm seeing of a model 1, and it isn't attached to the building in a way that would vent exhaust (it's sitting on the same type of platform as the model 2).

Doesn't look big enough for a LG, and doesn't have 'detached' horns in the sense that they look to be separate from the siren. That is most certainly a Federal Manufacture.

Looks like a steam whistle or some sort of whistle to me too. Or possibly a vent. But not really sure.

It isn't emerging from the building though. It's sitting on a flat platform raised above the roof just like the siren.
