The 2001 wasn't knocked down, it was heavily damaged atop the pole due to the force of impact.

That doesn't make all too much sense, how can it have been heavily damaged by the force of impact? It wasn't directly hit, and unless something vital was broken by the FOI, then I don't know what could've done it.

The wooden pole acts as a spring which is reacting to the force exerted on it by the car at its base, which is anchored to the ground. Since the top isn't it will thrash about with such force that, when the car hits, ruins the siren.

At least, that's what my knowledge of physics tells me. There's probably a lot more to it if this was the case.

Small update. The siren should be replaced within the next few weeks. After chatting with our EMA director it appears the controller and RTU for the siren survived the crash. With the batteries still installed it can still phone back during the polling and activate, albeit the only tones it'll make for the moment will be through the amps and it obviously sends the "partial" response back instead of "full." I would try and record the controller to see how loud the amps are when they emit sound through the transformers, but it's on a busy street in a rather high-end neighborhood in town. I pulled over to the side of the road to get pictures of the array on the ground and got too many weird stares fro comfort. Since the controls for the siren are okay they will be reused for the new installation, so the new 2910 head will run at 435 Hz like the old one. There are 435 Hz 2900 series sirens out there, but they are not too common. Of the ones seen in the wild there isn't a recording of a 2910 with that particular tone set. It'll be interesting to hear that tone coming from an omni without the hissing sound from the screens. Hopefully the city and the various companies involved get everything straightened out soon so a date can be set in stone. If I know about a week in advance when the new one will be erected I'll see if I can see the siren go up and get a video of it running.

After a nearly 8 month wait the new 2910 is up. It still has the same controls as the old siren, so if nothing was altered with the controls it will sound the same and run at 435 Hz.
