Definitely a 3T22, with the damper boxes.
I'm guessing horns were falling off (a common issue) and they decided to just fabricate 1 new replacement part and move the remaining horns to fill the other row.
Architecture preservationist. I enjoy obscure history and mapping things, and grew up around sirens. Not planning to own one.

^those are diaphragm horns. While there are different types and brands of these horns, these are not diaphones.

Didn't XT22s come with skirts as an option?

Horns were default, but skirts could be optioned IIRC
