I'm thinking it's a vent because there doesn't appear to be both an intake and output.
Architecture preservationist. I enjoy obscure history and mapping things, and grew up around sirens. Not planning to own one.

Given that it's on a city hall and approximately the same size as a 5, i'm not convinced that's a vent. It's not uncommon for people to use vents as makeshift housings for Model 5s.

I think this thing is a siren because I see ports (I think).
There's also an antenna, presumably for radio activation or something.
