It does look like a single cell Whelen. You can even see the brackets.

Wasn't the siren originally bought from Germany according to the fire department?

Whatever it is, it's probably a lot bigger than you guys think, looks like it's at least as wide as a Model 7 going by the area light and speakers below it.
I have an unhealthy obsession with mini sirens.

I figured it was a lightning detector mostly because it is located right by a large park area, Detectors are often beside parks or sports fields. That being said, after looking at it more closely, it definitely looks more like a siren. From certain angles the motor is visible (or at least what looks to be the motor). The dome cover could be stock and not homemade if it is a German made siren, many German sirens have similar covers. Of course that doesn't mean it isn't homemade, there is a good chance of that too. Air intake could be on the underside of the rotor like an e57, which would explain the low profile.

Not able to call them.

And I don't think it would be possible to have the motor on top of the chopper, seems impossible to me.
I don't own any sirens.
