It must be a fairly recent install, because it's not on any of the Google maps imagery yet, but it was there when I drove past last Monday. I would assume it was a replacement for the horizontal siren. I'm not sure it the horizontal siren is still in place or not, but I can check the next time I drive through.
The horizontal siren in Howells is still in place in that alleyway, about half a block from the STH-10. Here are some pictures I got of both the horizontal siren and the STH-10.

Martinsburg also has a Model 5 in the center of town, about a block away from their 2001. It does 6:00pm blasts. 42.5088480, -96.8316799

Hello Again,
I recently took a trip down to Indian Cave State Park and took note that there were some 2910s in the park now. The 2910s I found were at 40.273538, -95.574416 and 40.252721, -95.553561. I suspect NPPD has replaced all of the WS-2020s however parts of the park were closed for the day when I went. I cannot confirm the removal of any of the WS-2020s.

I would also like to note that the 1003 in Holland, NE (40.596281, -96.591806) has been replaced with a 2001-SRNB. That SRNB, along with the SRNB at Branched Oak Lake are likely to be Ex-Ft. Calhoun sirens.
