Coding damper + mechanism. If a siren has a box where the intake is located it most likely is controlling a damper (via the use of a solenoid). Looking inside the intake can confirm this or not. A 3T22 for example has two of them to do the Hi-Lo or pulse signals.

Those aren't as uncommon as you think in the United States, there are quite of a few of them spread out. You could call it a Hormann, but all of the control box internals are ASC/ACA. Those sirens are the product of Hormann's short-loved ownership of ACA.
Sirens may not be sexy, but they sure work.

Oh yeah, I forgot about that. I haven't really been active in the siren community lately, so my knowledge is a bit rusty.
Still pretty unusual though...
