Question about the H.O.R Super Sirex in Mexico and Colombia

Was going through some old photos, and found this image of the siren in Mexico. I wonder how it ended up there, and also considering H.O.R was not popular outside the United States, with another siren being in Colombia. Only 2 sirens outside the United States.

The Colombian Super Sirex is also surprising, considering it's in South America in a random town of Risaralda

I don't think it's too surprising H.O.R.s ended up in South America and Mexico. H.O.R. was based out of Arizona, which shares a border with Mexico. I don't think it's too much of a stretch for some to have been sold there, or ended up there after being decommissioned. A few H.O.R. Siro-Drones have even made their way to Canada.
