There's no way you'll be able to get that without a crane truck. Forsyth County used to have many other 2809's, and that's the only unit they didn't remove, presumably because they didn't have any way to get it down. I looked to see if there were any that the city government didn't use, because I saw a 2809 on a water tower.
recording to the Georgia siren map,.
they say that's the old system
now they are replaced by ATI so I think I can get that.

The closest graveyard I can think of is West Shore Services (WSS) in Michigan, but that is a long way away. If you were looking to buy a siren, this might be the best choice. WSS usually will sell their sirens, unless they were bought by someone else. If you do choose WSS, you do have to call them in advance to be able to visit.

County utility department wouldn't lease those for public use.
