Whelen Recorded Message Library from Voice and Siren Systems

Dose anyone know whos voice this is, or if this is a text to speech voice? I'm trying to replicate this voice for a game I'm creating and I've yet to find something out there like it.

You don't gotta directly intimidate his voice!! You can use your own - haha.

St James Parish has a female voice on their Whelens, Tooele Utah has a male voice but it doesn't match the tone of the ones you provided, and even Franklin County, Washington has a female voice.

Voices on Whelens differ - while the ones you provided I'm pretty sure are the default ones, you could have a little switch-a-roo AFAIK.
