Mystery Japanese Dam Warning Siren

I was searching through YouTube for videos about Japan's Dam Warning Systems. I then came across this big red motor siren. I was wondering if anybody here on ARS knew anything about this siren.

To clarify, this is not a Toshiba product. Toshiba manufactures control equipment for loudspeaker substations, not sirens.
