I'm pretty sure its a 5G internet receiver or something but I could be wrong

That's not a Whelen WPS-2900. That is a Microcell Cellular Tower used for 5G/4G communication & extending cellular coverage. These types of towers are commonly found atop utility poles or on streetlights.
If it has sound skipping, it's always an NEC...
