Yes, the only Whelen sirens that are capable of voice announcements are the 4000s, 3000s, and 2900s! I believe the Hornets and 1000s are also capable of voice as well.
And 2000s (optional on the 2000R), 2700s, 2800s. Hornets are not voice capable. They use the same control set up as the Vortex series just with one amp.

I never knew Votrexes couldn’t do voice, but now I'm wondering why that really is set up like that. I’ve seen videos of 4004’s doing voice, but that also makes me question why they weren’t set up like the Vortex, unless they were made with that feature in mind unlike the Vortex. I’m probably missing something, and I am still trying to do a whole lot of research on just the Vortex and 4004 alone, but any info or corrections on this helps! I don’t really know why the 4004 was made if Whelen already has the Vortex, but my best guess to it all is both marketing and extra features(?). But just correct me if I’m wrong, I’m just going off why I personally think it might be since I don’t really know lol.

The Vortex was made to be a budget option for the 4000 series, as they were made first. It surprisingly costs way more for a siren to be able to do voice warnings, since there has to be way more hardware in the siren and controller for the voice tones to actually work.

There's also only one major noticeable difference that the Vortex has than the 4004, and that's that the motor housing is square instead of round!

That explains a lot; I have always taken a liking to the Vortex, but never knew which came first. I’ve also noticed that some models of 4004’s have the same head/horn as a Vortex (new gen 4004’s I think), whereas the older 4004’s has a difference in the horn from the Vortex. I did know about the motor housing difference, too! It’s such a small thing to spot, but it’s interesting to say the least!

The Vortex uses a different amplifier and doesn’t need the equipment in the rotator to be able to index the horn to the cardinal directions. The Vortex line is meant to compete with electromechanical sirens for applications where voice is not needed. As Greenrid said, cheaper siren.
