Dutch Flat, CA - What is this?

I saw it in person and it is most definitely not an STL. I've been a siren enthusiast for like twelve years; I know what an STL looks like, haha.

When I have time I'm probably going to either call or email the museum to see if they have any information on it. If it is a foreign siren, I'd be very interested to learn how it found its way to this ridiculously tiny town in the middle of some random California mountains.
