It is extremely odd looking.. It was replaced by one of those goofy 10Vs.
What you could do is probably email the emergency management office for records of the siren. It looks custom

It kind of looks like that on STH-10 in Pennsylvania that has a massive cover on the top of it to stop birds from nesting on it, so I'm guessing it's an STH-10 with modified housing.

The tripod mount is a dead giveaway for Bullard, like one of these:

Wow! A Bullard was discovered about half an hour or so north of there, red as well. This would also track with the fire department being over a hundred years old now. I'm going with this. Thank you!

I just want to report that E D Bullard Co is still in business and making great personal protective equipment. www.bullard.com. My grandfather made sirens during WWII because the WPB wouldn't let him make his favorite product, the hard hat (which he invented.). So he made first aid kits and sirens.
