Those are the big drivers, they are the 400 Watt Whelen drivers... the 100 watt drivers in the Federal Modulator (and some of the older Whelens) fit in your hand. The Modulator, just for reference, has 4 100 watt drivers per cell... so they do the same output as the Whelen's 1. It is either a good or a bad thing depending on how you look at it.

Are the Federal Signal drivers the same as the ones used in their vehicle sirens?
That would certainly make sense for saving manufacturing costs.
