Actually, several cities around here in Michigan used PB-2 and PB-3 boxes that are shown in that video. The light switch under the PB (Pull-Lever Box), is used for manual control. Most agencies I have seen use a standard push button for that type of switch.

An elementary school in Valley Center (about fifteen miles from here) has a Thunderbolt on their grounds which can be tested by flipping a toggle switch in the principal's office which is connected to the main contactor. It is just an ordinary light switch.
